Ana Barreira (IIDMA), in the Parliament of La Rioja: “Without resources, laws are paper”

  • The director of the International Institute of Law and Environment (IIDMA), Ana Barreira, has made an appearance on the draft law on climate change in the Parliament of La Rioja.

The founding director of the International Institute of Law and Environment (IIDMA), Ana Barreira, made an appearance this Tuesday, 17 January, during the Sustainability and Ecological Transition Commission of the Parliament of La Rioja. The purpose of her intervention has been to carry out an expert assessment of the draft law on climate change that is being processed in the autonomous community.

Barreira began her speech by congratulating the citizens of La Rioja for holding this initiative: “I believe that this law is generally very well presented”. After a thorough review of the draft legislation, the director of IIDMA conveyed to the members of the Commission her proposals for improvement regarding the wording of certain articles. Barreira also pointed out that it is necessary to provide the legislation with resources in order to obtain “specific results” and to avoid “disaffection of citizens before the institutions”: “Without resources, laws are just paper”, Barreira assures.

All the parliamentary groups have thanked the expert on international environmental law for her contributions and assured that they would take note of the suggestions in order to convert them into amendments.

IIDMA has carried out an in-depth study of the role played by the regional administrations in the fight against climate change, taking into account the distribution of competences established in Spain. The conclusions of this analysis can be found in the report ‘The role of the autonomous communities in the fight against climate change. Regional energy and climate plans’, the latest update of which was presented in June 2022.
